This 2 minute video explains how a Google Workspace admin can generate backup codes for a user.

Codes could be used to let a user back in to their account, if that user is locked out due to a lost or misplaced security key.

Backup codes can also be used to allow a second user to join a shared account, if that account has MFA turned on, and the second user doesn't have possession of the security key.
